Formerly as the Deputy Commanding General at Human Resources Command, Fort Knox, KY, Twanda led a multifaceted organization of 3,500 personnel, driving modernization efforts in human resources systems, procedures, and policies. She spearheaded change management initiatives, redesigned organizational structures, and revamped policies to align with business rules, all while fostering cohesion and buy-in across the organization.
Twanda's leadership extends beyond the confines of her organization. During the COVID-19 pandemic, she played a pivotal role in crafting strategic governance to combat the crisis, assembled a task force that provided critical medical support to urban augmentation hospitals. Her fiscal stewardship is equally impressive, overseeing a $2.9 billion annual budget and implementing corrective strategies that saved the Army $73 million.
At Army Reserve Headquarters, Fort Bragg, NC, Twanda served as Director of the Human Resources Directorate, overseeing personnel management, policy development, and readiness for a force of over 299,000 soldiers. She has a proven track record of building coalitions, negotiating agency-wide human resources systems, and fostering key relationships with external organizations to enhance organizational effectiveness.
Twanda's commitment to developing critically thinking leaders is evident in her transformation of Soldier Support Programs and talent acquisition initiatives impacting over 500,000 personnel. Her educational background includes a Master of Strategic Studies from the US Army War College, a Master of Adult Education from Ball State University, and a Master of Public Services from Ball State University, complemented by professional training in Army Mediation and Lean Six Sigma (white belt).
